Between 10 and 12 December 2024 a series of consultancy and informational events titled “European Digital Innovation Days in Local Self-Governance” will be held in Plovdiv as part of the “Cyber4All STAR” project by the European Digital Innovation Hub “Trakia” with coordinator Union for Private Economic Enterprise, funded by the Digital Europe Programme of the European Commission and the “Research, Innovation and Digitalization for Smart Transformation” Programme 2021-2027.
The event will bring together representatives of Bulgarian municipalities, government institutions, cybersecurity experts, technology companies and start-ups to discuss key issues of critical information protection, cybersecurity, digital transformation, new regulations in the field, and opportunities for implementing digital innovation in local government management.
Key Highlights from the Event Program:
The Forum will start with presentations and discussions on the opportunities and new developments in the digital transformation and cybersecurity sector under “Investor’s Day”. Representatives of the Ministry of Innovation and Growth, municipalities, and private sector experts will share best practices and present successful projects related to digital transformation. The day will conclude with a B2B webinar on “New Security Regulations and Opportunities for Businesses“, where participants will learn more about current regulatory requirements and challenges facing local authorities.
The second day of the conference will focus on a conference on innovation and digitalization. A special “Innovation Demo Day” will be held, during which organizations, companies and start-ups will demonstrate new technology solutions for local government. The forum will also offer a practical workshop on financing and developing digital projects in municipalities. Municipalities will be able to learn about successful examples of implementing new systems and technologies to improve local government efficiency. A panel discussion on “Opportunities to support innovators in local government” will present solutions to facilitate digital transformation through various tools and services available to municipalities.
The panel discussion “Grants and Investment” on the third day of the series of events will explore specific opportunities for support from European and national programs and networks. In addition, all panels within the “European Digital Innovation Days in Local Government” will feature presentations and discussions on developing cybersecurity and digital transformation skills and practical sessions on implementing technologies at the local level.

During the event, attendees will be able to hear from leading experts in cybersecurity and digitalization. Speakers will include representatives from:
- The Institute of Public Administration,
- The European Digital Innovation Hub Trakia,
- The Bulgarian Cybersecurity Association,

The program aims to combine expertise, practical tools, and actionable insights for advancing digital transformation and cybersecurity in local governance.
Topics such as the critical role of human factors in cybersecurity, new standards and regulations, and opportunities for improving local-level cyber protection will be addressed.
The conference will also provide a platform to connect participants with key innovative companies as part of efforts to promote public-private partnerships in the digital transformation sector and provide a platform for municipalities to share best practices and exchange experiences.
The event is open for online or in-person participation, to all local government representatives looking to improve their cybersecurity knowledge and skills and learn about new opportunities to develop their digital projects.
